Webster now appears ready to head down to England after numerous moves to European clubs failed to materialise.
Former Hearts manager George Burley, now at Southampton, hoped to lure the 24-year-old to the south coast, but the lure of the Premiership means Webster will sign for Wigan later this week, is widespread reports are true.
It is believed Webster will cost Wigan £200,000 in compensation, as Jewell hopes to bring in two more signings alongside Denny Landzaat.
Webster has been moving closer to the Tynecastle exit door after rejecting a new deal with Hearts, and after being put on the transfer market.
